PARENTS ACTING IN LOCO PARENTIS: Houston parents will shortly be able to
dictate what their kids eat for lunch at school. My guess: a black market in desserts will crop up as the kids with parents who don't care about such things earn a vig for buying Tastykakes for their friends.
